TERMES DE REFERENCE POUR LE RECRUTEMENT D’UN SPÉCIALISTE EN SANTÉ POUR L’UNITÉ DE COORDINATION DU PROJET (UCP)

 CONTEXTE ET JUSTIFICATION

Le Gouvernement de la République du Burundi a obtenu un don de la Banque Mondiale pour financer le Projet d’Energie Solaire dans les communautés locales «SOLEIL-NYAKIRIZA» pour un montant global de 100 millions de dollars américains.

Objectif global du Projet d’élargir l’accès aux services énergétiques pour les ménages, les entreprises, les écoles et les établissements de santé dans les zones rurales du Burundi. Le projet proposé place l’énergie comme principal vecteur de développement du capital humain. Les énergies renouvelables hors réseau serviront de catalyseur pour renforcer la prestation de services de santé et d’éducation et développer les activités productives dans les zones rurales.

Le Projet comprend cinq composantes à savoir:

Composante 1 : Services énergétiques pour les écoles et les centres de santé (27,0 millions de dollars).

Composante 2: Services énergétiques pour les communautés rurales (37,0 millions de dollars).

Composante 3 : Services énergétiques pour les ménages (17,0 millions USD).

Composante 4 : Assistance technique, renforcement des capacités et appui à la mise en œuvre du projet (19,0 millions de dollars).

Composante 5 : Composante contingente d’intervention d’urgence (CERC) (US $ 00,0 millions).

La composante 1 du Projet financera la conception, l’installation, la maintenance et le remplacement des composants des systèmes solaires photovoltaïques et des cuisinières propres et efficaces dans les écoles et les centres de santé non électrifiés situés dans des zones reculées. La sous-composante 1.2 portant sur les centres de santé financera environ 400 centres de santé pour a) la fourniture et l’installation de systèmes solaires photovoltaïques et b) la maintenance et le remplacement initial des pièces de ces systèmes. Il se concentrera sur les centres de santé publique (CDS) non électrifiés.

Le Projet SOLEIL-NYAKIRIZA sera mis en œuvre sur une période de 6 ans par le Ministère de l’Hydraulique, de l‘Énergie et des Mines (MINHEM) via l’Unité de Coordination du Projet (UCP) qui pilotera la mise en œuvre du Projet, et l’Agence Burundaise d’Électrification Rurale (ABER) qui aura la délégation pour la mise en œuvre de la composante 2 du Projet.

Pour exécuter les activités de la sous-composante 1.2 telles que prévues dans le document justificatif du Projet SOLEIL-NYAKIRIZA, le MINHEM désire recruter un Spécialiste en Santé dont les responsabilités et le profil sont définis dans les présents Termes de Référence. Le Consultant devra travailler de manière très serrée avec les autres Spécialistes de l’Unité de Coordination du Projet (UCP) et le Ministère en charge de la santé publique.

  1. OBJECTIFS

Le MINHEM, à travers le Comité Technique du Projet (CTP), souhaite recruter un Spécialiste en Santé pour coordonner et superviser les activités du projet relatives à la fourniture et l’installation de systèmes solaires photovoltaïques, à la maintenance et remplacement initial des pièces de ces systèmes dans les centres de santé.

III. TACHES ET RESPONSABILITÉS

3.1.      Responsabilités

Ces responsabilités s’appliquent principalement aux activités du Projet SOLEIL-NYAKIRIZA relatives au secteur de la santé, essentiellement liées à la composante 1 du Projet (« les activités ») :

  1. Selon les cas, participer, coordonner ou superviser, l’intervention de l’UCP pour la mise en œuvre des activités dans le domaine de la Santé, notamment autour des activités liées à la fourniture de services énergétiques aux CDS (installation de systèmes solaires) ;
  2. Travailler sous la supervision du coordinateur du programme à l’UCP et en étroite collaboration avec le reste de l’équipe du projet de l’UCP les services concernés des ministères impliqués dans le projet SOLEIL-NYAKIRIZA ainsi qu’avec les équipes de la Banque Mondiale ;
  3. Assurer la coordination efficace entre l’UCP et les services clés du Ministère de la Santé y compris toutes les entités impliquées dans la mise en œuvre du Financement Basé sur la Performance (FBP) s’assurer que les services compétents sont consultés à chaque étape, de l’élaboration à la mise en œuvre des activités, et de la disponibilité opportune des informations et données émanant du Ministère et nécessaires à la mise en œuvre des activités.
  4. S’assurer que le processus de consultation interne aux Ministères inclut tous les services potentiellement concernés, au niveau central et comme décentralisés, y compris ceux qui ne sont pas les interlocuteurs directs de l’UCP mais pouvant éclairer le processus de choix techniques et organisationnels ;
  5. Travailler en étroite collaboration avec toutes les entités du FBP, notamment avec la Cellule Technique du FBP (CT FBP), qui soutiennent les CDS impliqués dans le projet ; superviser et contribuer à la révision/adaptation des outils d’évaluation des formations sanitaires ainsi que de toute la documentation pertinente dans le cadre du FBP afin d’y intégrer des aspects relatifs à l’électricité et à la maintenance des plaques solaires et des équipements biomédicaux électriques ;
  6. Maintenir le Ministère de la Santé informé des progrès des activités de cette composante du projet ; pour permettre notamment une participation active des représentants du Ministère au travail du comité technique/groupe focal et du comité de pilotage, et aux réunions de suivi ;
  7. Assurer la préparation et la mise en œuvre des activités, y compris la production et revue des termes de référence, la vérification de la qualité des documents enclenchant le processus de réalisation d’activités passant par le suivi et la participation active dans l’évaluation – selon le chronogramme préétabli d’exécution ;
  8. Assister la conceptualisation et la mise en œuvre des paiements et des processus de maintenance et du remplacement afin d’assurer la maintenance préventive et curative au niveau des CDS, ainsi que le remplacement des pièces du système en fin de vie, y compris la définition et les modalités de mise en œuvre des centres de maintenance au niveau du District sanitaire ;
  9. Travailler en étroite collaboration avec la direction des ressources, la CT-FBP, et d’autres entités concernées pour l’élaboration et la mise en place d’un système d’épargne sécurisé des frais de remplacement ;
  10. Participer au Contrôle du respect des procédures et de la bonne gestion des ressources mises à la disposition du projet pour qu’elles soient utilisées conformément aux dispositions légales et à l’accord de financement et du Manuel d’Exécution du projet (MEP) ;
  11. Aider à développer et coordonner le renforcement des capacités du personnel de l’UCP ;
  12. Assister techniquement au renforcement des capacités du personnel des CDS pour la diffusion et l’utilisation en bon gestionnaire des plaques et lampes solaires ;
  13. Participer à l’identification des lacunes, défis et goulots d’étranglement à la mise en œuvre des interventions de maintenance des plaques solaires et des équipements biomédicaux au niveau des formations sanitaires ;
  14. Soutenir la conception et le déploiement de campagnes de sensibilisation du personnel des CDS ;
  15. Participer à la mobilisation de la communauté (selon les termes décrits dans le Cadre de Gestion Environnemental et Social) autour de l’utilisation efficace et efficiente des systèmes solaires mis à disposition ;
  16. Fournir à l’équipe du projet de l’UCP et des autres ministères impliqués dans la mise en œuvre du projet les données et besoins en énergie ainsi que des informations sur d’autres programmes de la santé qui pourraient aider à créer des synergies ;
  17. Préparer les outils de suivi des activités en collaboration avec la/le chargé du suivi-évaluation, vérifier la cohérence et concordances des données fournies à partir du terrain. Participer à la préparation et conduite de missions de supervision ; effectuer des missions périodiques de suivi et évaluation de la fonctionnalité des plaques solaires et des équipements biomédicaux au niveau des formations sanitaires et participer à la détermination des stratégies correctrices des insuffisances constatées 
  18. QUALIFICATIONS PROFESSIONNELLES ET ACADÉMIQUES

Le candidat à retenir devra avoir :

  1. Un niveau Licence ou équivalent au moins en santé publique, sciences humaines ou ingénierie etc. ;
  2. Avoir au moins cinq (5) ans d’expérience dans le domaine de la santé au Burundi, avec une très bonne connaissance du fonctionnement du Ministère de la Santé (au niveau central et déconcentrés) et si possible du FBP (au niveau central et déconcentrés) ;
  3. Si possible, une connaissance des spécificités du terrain, notamment des CDS et/ou des Hôpitaux au niveau district, et des questions relatives aux allocations budgétaires et en équipement à ce niveau dans le secteur ;
  4. La compréhension des aspects généraux et contraintes de l’énergie, notamment l’énergie solaire électrique;
  5. Un sens poussé de responsabilité, des résultats et d’éthique ;
  6. Une forte capacité à travailler en équipe ; de solides capacités analytiques;
  7. Une capacité démontrée à travailler sous pression et à assumer d’importantes responsabilités ;
  8. Une expérience de travail avec des organisations internationales appréciée;
  9. Maîtriser parfaitement le Kirundi et le français et avoir un bon niveau en Anglais serait un atout
  10. PERIODE ET CRITERES DE PERFORMANCE

5.1. Durée du contrat

Le premier contrat sera d’une durée d’une année. Si à l’issue de cette période, l’évaluation des performances est satisfaisante, le contrat suivant sera pour une période de deux années renouvelables.

5.2 Critères de performance

L’efficacité et les performances du Spécialiste en Santé seront mesurées en fonction notamment :

  • De la préparation et de la coordination des activités liées à la fourniture de services énergétiques aux centres de santé (systèmes solaires photovoltaïques) ;
  • De la qualité du suivi des actions inscrites dans le Programme de Travail et Budget Annuel (PTBA) et qui relèvent de ses responsabilités ;
  • Du niveau d’atteinte des indicateurs de Projet pour le secteur de la santé ;
  1. OBLIGATIONS DU MINHEM VIS-A-VIS DU SPÉCIALISTE EN SANTÉ.

Le MINHEM, via le CTP, remettra au Spécialiste en Santé l’ensemble des documents, dossiers et outils appropriés et nécessaires à l’exécution de sa mission. Il mettra également à sa disposition, les locaux et équipements nécessaires pour assurer une bonne prestation de service. Une évaluation de la performance du Spécialiste en Santé sera faite tous les six mois au cours des missions de supervision de la Banque Mondiale.

VII. REMUNERATION ET ECHEANCES DE PAIEMENT

Les termes de rémunération dépendront de la grille convenue entre le Ministère en charge de la santé, le Ministère en charge des Finances et la Banque mondiale.

VIII. CONSTITUTION DU DOSSIER

  1. Les candidats intéressés devront fournir un dossier composé de :
  • Une lettre de motivation adressée au Président du CTP ;
  • Un curriculum-vitae actualisé, confectionné suivant le modèle en annexe ;
  • Des copies certifiées conformes à l’original des diplômes, certificats et tout autre document attestant l’expérience professionnelle;
  • Une lettre d’engagement à déclarer tout conflit d’intérêt avant l’entrée en fonction ;
  • Une copie de la CNI ou Passeport.
  1. Bien plus, le candidat devra avoir un casier judiciaire vierge et ne devra pas avoir été révoqué de la Fonction Publique, de la Magistrature ou d’un organisme parapublic ou privé ;

Des renseignements complémentaires en rapport avec les compétences, l’expérience et l’éthique des candidats présélectionnés pour le poste pourraient être vérifiés ultérieurement.

  1. CONDITIONS D’EMPLOI
  • Le Spécialiste en Santé sera une personne physique individuelle rattachée à l’Unité de Coordination du Projet ;
  • C’est un poste individuel à temps plein ;
  • Le Spécialiste en santé est appelé à s’abstenir de toute situation qui pourrait le mettre en conflits d’intérêts dans le cadre de la mission qui lui est assignée.
  1. METHODE ET PROCEDURE DE SELECTION

Le Spécialiste en santé sera sélectionné selon la méthode de Sélection des Consultants Individuels, conformément au Règlement applicable aux Emprunteurs – Passation des Marchés dans le cadre de Financement de Projets d’Investissement, Juillet 2016, Mise à jour Novembre 2017 et Août 2018 de la Banque mondiale (« le Règlement de passation des marchés ») et conformément aux critères exigés au regard des présents Termes de référence.

La sélection du Spécialiste en santé sera effectuée par appel à candidatures. Le spécialiste en santé sera retenu, après avis de non objection de la Banque mondiale, en fonction de ses qualifications et expériences pertinentes, et sa capacité à réaliser pleinement la mission.

La procédure de sélection comportera deux (2) phases :

  1. Phase de présélection des candidats sur la base de l’analyse des CVs des candidats ;
  2. Phase d’interview des candidats présélectionnés.

Les candidats seront classés par ordre de mérite après pondération des différentes notes obtenues dans les 2 phases de la Sélection. La note du CV aura un poids de 70% et celle de l’interview 30% (le CV sera pondéré pour 70% et l’Interview pour 30%).

(i) La première étape sera constituée d’une présélection sur dossier ou analyse de la conformité des dossiers aux TdRs. Le Comité de recrutement fera donc un examen préliminaire des dossiers (diplôme et expérience minimum requis, remise des documents exigés, …) qui pourra aboutir à l’élimination de dossiers des candidats qui ne répondent pas de façon substantielle aux exigences des TDRs. Cela signifie que toute candidature qui ne satisfait pas à des éléments importants des TDRs sera jugée non conforme et donc rejetée.

À l’issue de cet examen préliminaire, ne seront retenus que les candidats ayant les profils les plus en adéquation avec la qualification et l’expérience requises pour le poste comme décrit ci-dessus.

(ii) La deuxième étape sera constituée par une interview où seront invités tous les candidats ayant obtenu les cinq (5) premières notes à la 1ère étape (qualification académique et expérience pertinente). Dans tous les cas, le nombre de candidats à passer l’interview ne doit pas être inférieur à trois(3).

(iii) Pour le classement final, le CV (qualification académique et expérience pertinente) sera pondéré à raison de 70 points sur 100 et l’interview pour 30 points sur 100. Les Candidats seront alors classés en fonction de leurs Notes Finales (Nf) obtenues sur CV (Ncv) et à l’Interview (Ni) combinées en utilisant les pondérations comme suit :

Note finale Nf = Ncv x 70% + Ni x 30%.

Le Candidat classé 1er sera alors invité à la négociation du Contrat, après l’avis de non objection de l’IDA.

Le Comité de recrutement se réserve le droit d’utiliser tous les moyens à sa disposition pour s’assurer que les informations qui lui sont communiquées par les candidats sont exactes. En particulier, pour le candidat retenu, il vérifiera l’authenticité des diplômes et attestations présentés (original à l’appui) et s’assurera auprès des anciens employeurs et des personnes citées en référence que ce candidat possède les qualités morales et la probité nécessaire pour assurer la fonction pour laquelle il a été retenu.
