TERMES DE REFERENCE POUR LE RECRUTEMENT D’UN RESPONSABLE ADMINISTRATIF ET FINANCIER DE L’UNITE DE COORDINATION DU PROJET (UCP) 

  1. CONTEXTE ET JUSTIFICATION

Le Gouvernement de la République du Burundi a obtenu un don de la Banque mondiale pour financer le Projet d’Energie Solaire dans les communautés locales «SOLEIL-NYAKIRIZA» pour un montant global de 100 millions de dollars américains.

Objectif global du Projet d’élargir l’accès aux services énergétiques pour les ménages, les entreprises, les écoles et les établissements de santé dans les zones rurales du Burundi. Le projet proposé place l’énergie comme principal vecteur de développement du capital humain. Les énergies renouvelables hors réseau serviront de catalyseur pour renforcer la prestation de services de santé et d’éducation et développer les activités productives dans les zones rurales.

Le Projet comprend cinq composantes à savoir:

Composante 1: Services énergétiques pour les écoles et les centres de santé (27,0 millions de dollars).

Composante 2: Services énergétiques pour les communautés rurales (37,0 millions de dollars).

Composante 3 : Services énergétiques pour les ménages (US$17,0 millions).

Composante 4 : Assistance technique, renforcement des capacités et appui à la mise en œuvre du Projet (US$19,0 millions).

Composante 5 : Composante contingente d’intervention d’urgence (CERC) (US$00,0 millions).

Le Projet SOLEIL-NYAKIRIZA sera mis en œuvre sur une période de 6 ans par le Ministère de l’Hydraulique, de l‘Énergie et des Mines (MINHEM) via l’Unité de Coordination du Projet (UCP) qui pilotera la mise en œuvre du Projet, et l’Agence Burundaise d’Électrification Rurale (ABER) qui aura la délégation pour la mise en œuvre de la composante 2 du Projet.

Pour exécuter les activités du projet telles que prévues dans le document justificatif du Projet SOLEIL-NYAKIRIZA, le MINHEM désire recruter un Responsable Administratif et Financier (RAF) de l’Unité de coordination du projet (UCP). Les responsabilités et le profil sont définis dans les présents Termes de Référence et concernent les activités des composantes 1, 3, 4 et 5 du Projet. Les liens de collaboration et fonctionnels dans le cadre de sa mission sont indiqués ci-dessous :

 Supérieur hiérarchique : Coordonnateur du Projet

Autorité sur :           – Les comptables

                                 – Le personnel d’appui

Collaborateurs directs : Les RAF des partenaires impliqués dans la mise en œuvre du projet, en particulier le RAF de l’Unité d’exécution au sein de l’ABER.

Liens fonctionnels : Tous les experts techniques du projet.

Sous la supervision et l’autorité du Coordonnateur du Projet, le Responsable Administratif et Financier assure des fonctions de gestion administrative, financière, la comptabilité et le reporting selon les exigences du Projet. Il exécute les tâches clés indiquées à la section III ci-bas.

  1. OBJECTIFS

Ces Termes de référence visent à décrire les tâches du Responsable Administratif et Financier au sein de l’Unité de Coordination de Projet (UCP) ainsi que le processus de recrutement.

III. DESCRIPTION DES TÂCHES PRINCIPALES

En matière de Gestion administrative :

  • Veiller au respect de l’application des procédures de gestion administrative et financière du Manuel d’Exécution du Projet.
  • Assurer la gestion administrative des ressources humaines (dossiers du personnel du projet) ;
  • Faciliter le déroulement des missions de supervision et d’audit ;
  • Veiller à la mise en œuvre des recommandations des missions d’audit, du CP, du CTP et du bailleur de fonds ;
  • Superviser le classement et l’archivage des pièces comptables ;
  • Coordonner le travail du personnel d’appui ;
  • Veiller à la bonne utilisation des équipements du Projet, leur codification, leur inventaire annuel et la tenue à jour du registre des immobilisations ;
  • Se mettre en relation avec la Banque mondiale pour la gestion financière du projet ;
  • Assister le Coordonnateur dans l’exécution des tâches administratives du projet ;
  • Veiller à l’application de la législation du travail en matière de gestion du personnel (tenue du dossier du personnel, gestion des congés, les absences, les maladies et les intérims, etc.).

Tâches et responsabilités du RAF :

  • Mettre à jour à chaque fois de besoin le manuel des procédures administratives, financières et comptables en conformité avec les procédures des bailleurs et du Gouvernement ;
  • Concevoir et créer un système de gestion financière (SGF) efficace ;
  • Créer et entretenir les comptes des projets en exécution ;
  • Veiller à l’installation et au fonctionnement efficace d’un système informatisé de gestion financière et comptable (multi- devise et multi-projets) ;
  • Se rassurer de la conformité des dépenses (paiements, budgets, documents) avec les procédures établies ;
  • Se rassurer de la transmission dans les délais requis, des demandes de retrait de fonds ;
  • Traiter les paiements dans les délais requis en se rassurant des autorisations et approbations nécessaires dans le strict respect des clauses des contrats ;
  • Vérifier l’adhésion des termes et conditions du service pour tous les employés et partenaires d’exécution ;
  • Mettre en place les directives pour l’établissement des budgets annuels ;
  • Etablir un système de comptabilité comprenant un livre de caisse, un grand livre général et le rapprochement bancaire ;
  • Préparer et gérer les rapports annuels, trimestriels et mensuels sur les flux de trésorerie et les activités du projet comparés aux prévisions du budget ;
  • Préparer un rapport annuel des paiements pour les audits indépendants ;
  • Préparer les prévisions annuelles/trimestrielles des dépenses par catégorie ainsi que de relevés annuels/trimestriels des dépenses réelles donnant les informations sur les fonds avancés, les montants alloués, les rapprochements bancaires et l’évolution du budget ;
  • Produire des rapports financiers sur des périodes mensuelles, trimestrielles et annuelles ;
  • Suivre les dossiers du personnel pour aboutir à une bonne gestion des contrats ;
  • Proposer une organisation adéquate du personnel répondant aux directives du manuel d’exécution du Projet pour une gestion efficace ;
  • Exécuter toute autre tâche nécessaire demandée par le Coordonnateur ;
  • Suivre la mise en œuvre des recommandations formulées à l’issue des audits annuels et des missions de supervision.
  1. QUALIFICATIONS PROFESSIONNELLES ET ACADEMIQUES

Le ou la candidat(e) à retenir devra avoir :

  • Un diplôme de niveau Maîtrise ou équivalent au moins (Bac +4/5) en gestion financière, comptabilité ou tout autre diplôme équivalent (critère éliminatoire) ;
  • Une expérience globale minimale de cinq (5) ans dans le secteur public et/ou privé ;
  • Une expérience spécifique minimale de sept (7) ans dans la gestion financière et comptable des projets financés par le Gouvernement ou d’autres partenaires de développement ;
  • Une expérience minimale de cinq (5) ans dans un poste de responsabilité avéré comme responsable d’un département financier Public ou privé ;
  • Une expérience dans la tenue de la comptabilité dans un système comptable informatisé serait un atout ;
  • La maîtrise d’un logiciel comptable est requise ou hautement souhaitable, la maîtrise de TOMPRO est un atout majeur;
  • Capacité de créer les conditions propices de travail en équipe ;
  • Capacité de travailler sous pression. Cet aspect sera vérifié auprès des anciens employeurs ;
  • Une maîtrise de la langue française parlée et écrite (requis), et de l’anglais et du Kirundi parlés et écrits (souhaité).

  1. PERIODE ET CRITERES DE PERFORMANCE

5.1. Durée du contrat

Le premier contrat sera d’une durée d’une année. Si à l’issue de cette période, l’évaluation des performances est satisfaisante, le contrat suivant sera pour une période de deux années renouvelables.

5.2 Critères de performance

L’efficacité et les performances du RAF de l’Unité de Coordination du Projet (UCP) seront mesurées en fonction notamment :

  • De la qualité du suivi des actions inscrites dans le Programme de Travail et Budget Annuel (PTBA) ;
  • Du respect des procédures de l’IDA en matière de gestion financière, budgétaire et comptable du projet ;
  • De la gestion des ressources humaines, financières et matérielles mises à la disposition du Projet ;
  • Du respect des échéances et de la qualité des rapports périodiques.
  1. OBLIGATIONS DE L’UNITE DE GESTION VIS-A-VIS DU RAF

L’Unité de Coordination du Projet (UCP) remettra au RAF l’ensemble des documents, dossiers et outils appropriés et nécessaires à l’exécution de sa mission. Elle mettra également à sa disposition les locaux et les équipements nécessaires pour assurer une bonne prestation de service. Une évaluation de la performance du RAF sera faite tous les six mois au cours des missions de supervision de la Banque mondiale.

VII. RÉMUNERATION ET ÉCHÉANCES DE PAIEMENT

Les termes de rémunération dépendront de l’expérience et des qualifications requises conformément à la grille convenue entre le MINHEM et/ou le Ministère en charge des Finances et la Banque mondiale.

VIII. CONSTITUTION DU DOSSIER

  1. Les candidats intéressés devront fournir un dossier composé de :
  • Une lettre de motivation adressée au Président du CTP ;
  • Un curriculum-vitae actualisé, confectionné suivant le modèle en annexe ;
  • Des copies certifiées conformes à l’original des diplômes, certificats et tout autre document attestant l’expérience professionnelle;
  • Une lettre d’engagement à déclarer tout conflit d’intérêt avant l’entrée en fonction ;
  • Une copie de la CNI ou Passeport.
  1. Bien plus, le candidat devra avoir un casier judiciaire vierge et ne devra pas avoir été révoqué de la Fonction Publique, de la Magistrature ou d’un organisme parapublic ou privé ;

Des renseignements complémentaires en rapport avec les compétences, l’expérience et l’éthique des candidats présélectionnés pour le poste pourraient être vérifiés ultérieurement.

  1. CONDITIONS D’EMPLOI
  • Le RAF sera une personne physique et individuelle rattachée à l’Unité de Coordination du Projet ;
  • C’est un poste individuel à temps plein ;
  • Le RAF est appelé à s’abstenir de toute situation qui pourrait le mettre en conflits d’intérêts dans le cadre de la mission qui lui est assignée.
  1. METHODE ET PROCEDURE DE SELECTION

Le RAF sera sélectionné selon la méthode de Sélection des Consultants Individuels, conformément au Règlement applicable aux Emprunteurs – Passation des Marchés dans le cadre de Financement de Projets d’Investissement, Juillet 2016, Mise à jour Novembre 2017 et Août 2018 de la Banque Mondiale (« le Règlement de passation des marchés ») et conformément aux critères exigés au regard des présents Termes de référence.

La sélection du RAF sera effectuée par appel à candidatures. Le RAF  sera retenu, après avis de non objection de la Banque Mondiale, en fonction de ses qualifications et expériences pertinentes, et sa capacité à réaliser pleinement la mission.

La procédure de sélection comportera deux (2) phases :

  1. Phase de présélection des candidats sur la base de l’analyse des CVs des candidats;
  2. Phase d’interview des candidats présélectionnés.

Les candidats seront classés par ordre de mérite après pondération des différentes notes obtenues dans les 2 phases de la Sélection. La note du CV aura un poids de 70% et celle de l’interview 30% (le CV sera pondéré pour 70% et l’Interview pour 30%).

(i) La première étape sera constituée d’une présélection sur dossier ou analyse de la conformité des dossiers aux TdRs. Le Comité de recrutement fera donc un examen préliminaire des dossiers (diplôme et expérience minimum requis, remise des documents exigés, …) qui pourra aboutir à l’élimination de dossiers des candidats qui ne répondent pas de façon substantielle aux exigences des TDRs. Cela signifie que toute candidature qui ne satisfait pas à des éléments importants des TDRs sera jugée non conforme et donc rejetée.

À l’issue de cet examen préliminaire, ne seront retenus que les candidats ayant les profils les plus en adéquation avec la qualification et l’expérience requises pour le poste comme décrit ci-dessus.

(ii) La deuxième étape sera constituée par une interview où seront invités tous les candidats ayant obtenu les cinq (5) premières notes à la 1ère étape (qualification académique et expérience pertinente). Dans tous les cas, le nombre de candidats à passer l’interview ne doit pas être inférieur à trois (3).

(iii) Pour le classement final, le CV (qualification académique et expérience pertinente) sera pondéré à raison de 70 points sur 100 et l’interview pour 30 points sur 100. Les Candidats seront alors classés en fonction de leurs Notes Finales (Nf) obtenues sur CV (Ncv) et à l’Interview (Ni) combinées en utilisant les pondérations comme suit :

Note finale Nf = Ncv x 70% + Ni x 30%.

Le Candidat classé 1er sera alors invité à la négociation du Contrat, après l’avis de non objection de l’IDA.

Le Comité de recrutement se réserve le droit d’utiliser tous les moyens à sa disposition pour s’assurer que les informations qui lui sont communiquées par les candidats sont exactes. En particulier, pour le candidat retenu, il vérifiera l’authenticité des diplômes et attestations présentés (original à l’appui) et s’assurera auprès des anciens employeurs et des personnes citées en référence que ce candidat possède les qualités morales et la probité nécessaire pour assurer la fonction pour laquelle il a été retenu.
