Une visite surprise a été effectuée ce mercredi 3 février 2021 par le Directeur Général de la REGIDESO au chantier de construction des Centrales Jiji et Mulembwe. Le Dr-Ir Major Jean Albert MANIGOMBA était allé s’enquérir du véritable niveau d’avancement des travaux auxdits chantiers.

« Le pays a besoin d’énergie pour booster les autres secteurs de développement » 

Cette visite surprise a permis au DG de la REGIDESO de constater que les travaux avancent à un rythme qui a profondément besoin d’être amélioré, car plus que, a dit le Dr-Ir Major Albert MANIGOMBA, «le pays a besoin de l ‘ énergie pour booster les autres secteurs de développement ». Manifestement agacé par le niveau d’avancement desdits travaux, le Directeur Général de la REGIDESO, Dr-Ir Major Albert MANIGOMBA, a vivement recommandé aux équipes de mise en œuvre du Projet de remuer monts et vallées pour que les travaux soient clôturés à la date programmée, à savoir février 2023. Et d’insister, «si je reviens ici la prochaine fois, je veux voir des barrages, fonctionnels! »

Ses interlocuteurs ont «justifié» ce retard des travaux par les caprices du climat, arguant que la région est parmi les plus pluvieuses du pays, ce qui ralentit les travaux. Pour eux, les permanentes fortes pluies font que leurs engins s’embourbent, vérifient plus que la phase de traçage des voies d’accès n’est pas lui-même terminé.

« Je vais avoir des barrages, et dans les délais »

La phase du projet qui connait un degré satisfaisant d’avancement est celle de la construction des maisons de la cité qui va accueillir les équipes de suivi des deux centrales. Cela étant, le Directeur Général de la REGIDESO en a pris bonne note, mais a rétorqué que «le but ultime de ce projet n’est pas de construire des routes et des maisons, mais bel et bien avoir de l’énergie électrique». Il les a exhortés à tout faire pour rester dans les délais ci-haut indiqués.

Le chantier de construction des deux centrales Jiji et Mulembwe semble trainer en longueur. La mise en vigueur dudit Projet était avril 2014.

Il s’agit d’un projet doté d’un financement conjoint de 270,4millions de USD, la Banque Mondiale, la Banque Africaine de Développement, la Banque Européenne d’Investissements (BEI) et l’Union Européenne (UE) étant les principaux pourvoyeurs de fonds.

Signalons que l’objectif de développement de ce Projet est l’expérience de la fourniture de l’hydroélectricité non polluante et bon marché au réseau électrique national du Burundi. On notera aussi que parmi ses composants composés notamment (1) l’aménagement hydroélectrique et la fourniture d’électricité et (2) la réforme du secteur de l’électricité.
