Un nouveau Directeur Général à la REGIDESO

«Une situation financière confortable», selon le Directeur Général sortant  

La REGIDESO vient de changer de main. Cette entreprise de production et de distribution d’eau et d’électricité au Burundi est aujourd’hui dirigée par Dr Ir Major Jean Albert MANIGOMBA, en remplacement de Siméon HABONIMANA, qui présidait aux destinées de cette Entreprise depuis juin 2018.

Lors de la remise et reprise, le directeur général sortant un souhait de bienvenue et de succès au nouveau, en précisant, devant les médias, qu’il lui laisse une entreprise en situation financière très confortable.

Au cours de cette déclaration devant la presse, le Directeur général sortant à livrer la situation financière de la REGIDESO jusqu’au 31 décembre 2020. Il a indiqué que la trésorerie de l’entreprise s’élève aujourd’hui à plus de 12 milliards de francs. Se livrant à exercice de comparaison, Siméon HABONIMANA a indiqué que la même trésorerie était à peu près de 2 milliards en 2018.

Toujours à titre comparatif, la REGIDESO a réalisé un exploit de recouvrement des dettes car le montant des créances des institutions étatiques à son encontre est aujourd’hui estimé à 16 milliards de francs, alors qu’il était de 26 milliards il y a deux ans. Un bémol: la REGIDESO totalise un peu plus de 6 milliards de francs au titre de dette envers les tiers, une dette qui se comptait cependant à plus de 38 milliards en 2018.

Cette situation qualifiée de «confortable» est attestée plus vrai que la REGIDESO a honoré ses engagements en payant ses redevances fiscales, de sorte qu’elle vient d’être classée 6ème  parmi les 10 premiers contribuables ayant totalisé 50% des recettes de l’Office Burundais des Recettes (OBR) en 2020.

Cette situation a été possible, selon ce responsable sortant de la REGIDESO, grâce à quelques actions d’urgence réalisées notamment la mise en place des mesures contraignantes de répression contre les fraudes d’eau et d’électricité. Des agents de l’entreprise et leurs complices de fraudes et des malversations connexes ont été sanctionnés, voire licenciés. Bien plus, les pertes techniques et commerciales ont diminué grâce au remplacement de plus de 10 mille compteurs défectueux. C’est donc de telles mesures qui ont aidé au redressement, at-il estimé.

Les grands défis que demander le levier du directeur général cohérent à diminuer les charges qui pèsent lourdement sur la REGIDESO et en mettant en œuvre les grands projets d’investissement, notamment en se construisant des bureaux, ce qui nécessite d’épargner plus de 33 millions de francs, aujourd’hui dépensés au titre de loyer. C’est la raison pour laquelle il y a un projet de construction d’un immeuble de 3 niveaux destiné à héberger les projets financiers par les partenaires. Cela participait à diminuer la saignée de l’entreprise, estime Siméon HABONIMANA.

Pour booster les entrées de la REGIDESO, le Directeur Général sortant, Siméon HABONIMANA conseille au nouveau de maximiser que autant faire se peut, les recouvrements.

Dans le secteur de l’électricité, une attention particulière devrait être réservée au projet de réhabilitation et de modernisation des infrastructures électriques de la Ville de Bujumbura ainsi que la densification de son réseau. Dans ce même secteur, l’objectif à poursuivre est d’augmenter l’énergie électrique en poursuivant la mise en œuvre des Projets appuyés par les partenaires tels que le Projet JIJI / MULEMBWE et les projets d’interconnexion régionale.

L’adduction d’eau potable n’a pas été passée sous silence. Il s’agira de continuer de telles activités sur les sites de Mutambu, Rugazi, etc., mais aussi réparer les fuites sur la conduite d’eau située à Gihosha Rural.

De son côté, le nouveau Directeur général a estimé qu’il aura le temps de s’imprégner de tous ces dossiers pour pouvoir continuer sur cette même lancée.

La cérémonie est clôturée par la visite du nouveau site de la Direction Générale de la REGIDESO.
