Le Directeur Général de la REGIDESO s’ adressant à la presse

Le Directeur Général de la REGIDESO a tenu ce mardi 9 janvier un point de presse pour faire le bilan de normalisation des compteurs, mais aussi faire l’état des lieux sur la lutte contre les fraudes. La normalisation dont il a parlé lors de son entretien avec la presse est un ensemble de corrections systématiques et exhaustives des anomalies, qu’on appelle aussi « des écarts ». Il s’agit des écarts entre la situation des compteurs sur les points de livraison (sur terrain) et ce qui se trouve dans le système de comptage informatique.

Le Directeur Général a indiqué que cette opération de normalisation de la situation leur fait heureusement découvrir et corriger d’autres cas anormaux, donc des « écarts ». Il s’agit :

  • Des cas de compteurs classiques non facturées il y a des années ;
  • Des cas des compteurs Cashpower défectueux ;
  • Des cas de compteurs non enregistrés ;
  • Des cas de vol d’eau et d’électricité.

Il y a ainsi une centaine de cas qualifiés d’anormaux, dont 16 cas de vol d’eau et d’électricité.

Dans son mot liminaire, le Directeur Général de la REGIDESO, le Dr Ir. Jean Albert MANIGOMBA, a révélé que ce travail de normalisation a commencé il y a environ 5 mois, et « les résultats atteints sont aujourd’hui plus que satisfaisants ». Car une somme d’environ 300 millions de FBU est à recouvrer, et l’opération continue. Ainsi, pour essayer de décourager de tels cas, la REGIDESO a désormais décidé de les publier sur ses plateformes de communication à savoir la page Facebook REGIDESO, le compte Twitter de la REGIDESO, et même sur le site web à savoir :  www.regideso.bi.

Selon ce responsable, le travail de normalisation est exigeant mais, au bout du compte, « pourra faire rebondir notre entreprise ». Il a précisé que pour des besoins pratiques et de transparence, si un cas de vol d’eau et d’électricité est avéré, les équipes techniques de la REGIDESO se rendent sur les lieux, en se faisant accompagner par l’administration et la Police du ressort du consommateur incriminé. Au terme d’un exercice méticuleux de vérification et de confirmation du vol, un procès-verbal est signé par les parties prenantes. L’auteur de la fraude paie la facture assortie des frais de re-branchement qui varient selon la nature de l’abonnement (ménage, commerce, industrie…) (voir la note en annexe). Il est à souligner que quiconque informera la REGIDESO d’un cas de fraude /vol qu’il recevra un intéressement équivalant à 10 % de la facture après vérification et confirmation de l’information. De même, celui qui dénoncera un cas de vol des équipements de la REGIDESO aura un intéressement de 100 000 BIF, la confidentialité étant de mise.
